Thought I would update the list.... short answer, NO DOCUMENTATION FOR MY BOAT FOR 7 MONTHS..
I submitted paperwork to move my boat into a family trust in Oct 2012.. about 3 months with no word from the service (but they cashed my check in October).. at their advice, in early January 2013, I submitted an expedite letter... In late January 2013, I received a letter stating my application was incomplete (they said there was a spelling error in the name of the boat; my submitted paperwork had no such error so the Doc Service must have made a typo of some sort).. I resubmitted ALL paperwork and more money in late January 2013...as of today, I have heard nothing from them.. so I just called and they said that my paperwork would be reviewed within a week... I reminded them I had an expedite request and they said they would get it back on the top of the list... They said it would be reviewed today and to call back in several hours..
Pray for me that they do not find any more issues... after all, it has been 7 months since I have had no official documentation and cannot legally take my boat out of the slip..

You don't say whether the hold-up is with the Coast Guard or with a private
service that you used to handle the paperwork.
I found the Coast Guard documentation office to be super fast when I bought
my boat and transferred the ownership and with each renewal. The document
seems to come back faster than the mail between RI and WV would allow.

We closed on the new Heart of Gold on March 12. She previously carried a BVI registry and I wanted USCG documentation. It came two weeks ago. Today I got my renewal application for the old Heart of Gold which expires June 30. I have not had the same troubles as others.

I have been dealing directly with USCG NVDC.... not a third party... the problem has been I talk to them and send them EXACTLY what they ask for and then they come back with additional requests and then they tell me I misspelled something (which I did not)... They are nice on the phone but and their computers have every bit of info I send them with dates of receipt, but they are SO SLOW.. and they missed my expedite request the second time around...
point being, if anyone is planning a trip outside the US (or want to legally use your boat in the US), be prepared for months of not having required original documentation onboard....

Perhaps your renewal/documentation change got crossed with a 501-c-3 application to the IRS and that is the cause of the delay. Does the name of your boat contain the word "Patriot"?

Question about whether documentation must be on board... here is what I have been able to find... also NVDC told me on the phone the boat could not operate without the original doc on board....
