The easiest way I think would be to enter degrees in one column, minutes
(and fractional minutes if desired) in another column, and then write a
function in a third column to combine them into one number representing
degrees and fractions of a degree.  The technique can obviously be extended
to handle columns for degrees, minutes, and seconds.

We have a ton of charts for all over Asia that we are going
to inventory.
We figured that we would put them on a spreadsheet (EXCEL).

latitude of the top and bottom and the East and West
longitudes, we should
be able to quickly see the areas for which we have charts.

Finding a way to do this that looks good and is easy is
eluding us.  We have
messed around with the cell-formatting menu to no avail.
