New paper on timing with LEO satellites

For those of you interested in precision timing using non-GNSS satellites,
Satelles and NIST jointly presented another paper at the recent PTTI
meeting. "The long-term timing performance of Satellite Time and Location
receivers using signals from Low Earth Orbit satellites" can be read at

The paper describes meeting the ITU PRTC-A requirement of MTIE less than
100ns over long durations.
