Assuming that you are talking about a fiberglass boat, just buy the 3" stick on
numbers and letters you can get at any boating store. Stick these on any part of
the hull structure, and then lay one thin layer of fiberglass over them, painted
on with epoxy. If you want to get fancy, mask off the area before painting on
the epoxy to get straight edges.
After the epoxy wets out the cloth, it will go transparent, and when it set up,
you've then got a permanent set of numbers that will keep the Coasties happy.

If the member is wood, hand carve, or use a router with a vee bit and
templates. If fiberglass, you can print on rice paper, either ink jet, or
lazer printer, sand the fiberglass smooth with 80 grit, then wet the glass
with epoxy resin. Lay the rice paper in the resin, cover with boat cloth,
and wet it out good with more resin. Do not use polyester resin, because it
will not bond well. The rice paper will disappear in the resin, and you will
only see the numbers....remember the ( No.) in front of the number!
Some printers will run the rice paper on its own, whilst some require it to
be attached to a carrier sheet.

The requirements are such that removal cause obvious trace of removal. Since
this is now an area controlled by Homeland Security (of which I have no
trust) you could have your documentation number carved either by hand, or by
router into a structural member (deck beam, stringer and etc.) relatively
inexpensively whilst in Hong Kong. Remember the letters No. are part of the
documentation number. The teak piece can just stay where it is, there is
regulation against having multiple numbers, but there are penalties for not
having a proper number. I know this by experience, but did escape the
penalty by carving the "No." before the coasties departed my boat, and that
was before the advent of Homeland Security.
Sorry I cannot quote the regulations offhand, but you can find them on-line
with a wee bit of searching.

HOW DO I MARK MY VESSEL?
The official number assigned to documented vessels, preceded of the
abbreviation "NO." must be marked in block-type Arabic numerals at least
three inches high on some clearly visible interior structural part of the
hull. The number must be permanently affixed so that alteration, removal, or
replacement would be obvious and cause some scarring or damage to the
surrounding hull area.
The name and hailing port of a recreational vessel must be marked together
on some clearly visible exterior part of the hull. The vessel name of a
commercial vessel must also be marked on the port and starboard bow and the
vessel name and the hailing port must also be marked on the stern. All
markings may be made by any means and materials that result in durable
markings and must be at least four inches in height, made in clearly legible
letters of the Latin alphabet or Arabic or Roman numerals. The "hailing
port" must include both a place and a State, Territory, or possession of in
the United States. The state may be abbreviated.
