Hello!

I am the City Attorney for Lewiston, Idaho, a city of approximately 32,000 residents.  I've been in this position just under a year, following a long-time City Attorney of 24 years.

We have a small community college, Lewis-Clark State College.  Nearly 10 years ago, the City established a residential parking program around the College to deal with the large number of students parking in front of houses that had no other parking available.  Within the last few years, the College has constructed additional parking lots, but many students continue parking in the surrounding residential neighborhoods.

I recently found out about this parking program.  I am facing the question of whether the City can assign part of a public right-of-way (streets) to private individuals (homeowners).  Any thoughts and feedback are greatly appreciated.
