I spoke too soon. Apparently, there was a new standard terms and conditions issued on 4/18 (version 3). I am attaching it here. I have only quickly reviewed it, but my quick take is that there are a few substantive changes from version 2 (that I just sent you) to version 3 (attached): 1. Under XVII. Anti-discrimination there is now a definition for "illegal immigrant" under (f). 2. And then under XVII. 2 grant award certification a(iii) they have added that recipients will certify that "they do not, and will not during the term of this award, operate any program that benefits illegal immigrants or incentivizes illegal immigration." 3. Then under XVII 3., they changed the wording to allow for DHS to suspend payments in addition to being able to terminate payments (though they took out the reference to clawing back payments). 4. They added a subsection 4 to XVII, which talks about the funds received being a debt under federal law if the grant is suspended or terminated under subsection 3.
