For example, I last accurately set a 6-digit mains-synchronized clock on
May 9, 2024; now, some 28 days later, my mains-synched clock is 01:45
mm:ss slow.
Yup. It's been dropping steadily since mid April.
I don't see quite 100 seconds in the past 28 days, but close to that.

Some insist regs prohibit this. If so, the regs are being ignored.
There used to be regulations for good timekeeping.
I don't know when they turned off timekeeping.
That seems like the sort of thing that would make the news but somehow it
didn't make it here.
The power companies don't like it. They tried to turn it off a while ago
but got enough pushback that it didn't happen. Then they tried again and
that time it worked.
I think the problem is simple. The control system is now complicated
enough that they can see that time keeping is costing money. The deal is
something like this:
The nominal frequency is 60 Hz.
If it goes more than X above or below that, they panic.
The hard case is when a big generator goes offline.
That drops the frequency.
If they are already running a bit below 60 Hz trying to fix the time
they don't have as much room to handle the lost generator.
So they have to keep more standby generators running.
Or something like that.
If anybody finds a good writeup of that area, please share.
I'd like to know how much my power bill would go up if we
were to get good timekeeping.
I have data for the last 5 years:

The vertical scales are different on each graph.
Days alternate colors. Months alternate pairs of colors.
The zero point on the vertical scale is arbitrary. Look at the
differences.
PG&E dropped power at my house for over a day in early 2023.
I took that as an opportunity to rezero the vertical scale.
(If the power dropout is short, I can fake it. It won't drift a lot.)
The 2020 start is leftover from some previous work.
