Agreements with Sovereign Nations/Tribes

One of my clients is faced with a situation where a Tribe is no longer willing to enter into an MOU or other agreement related to the provision of utilities and other services (such as fire & police) on property held in trust.

I would appreciate any input from those of you who have negotiated such an agreement fairly recently.  This Tribe previously had an MOU under which they made a yearly payment (in addition to the regular utility payments) in recognition of the additional services and support provided by the municipality.  They are no longer willing to make such an agreement.

Please let me know if you'd be willing to talk with me about your experiences.

It occurred to me that it might be nice to have a database where all of the agreements between municipalities and Tribes are available for review.  If any of you would like to send agreements to me for that purpose, I'll be glad to make folder in Dropbox and share the link.

Below is a link to a section of the OK Secretary of State website, where you can plug in the name of a municipality and certain tribal agreements are listed, which you can then download, print, etc.  I am not sure if this contains what you, Kimberlee, are looking for, but maybe this helps someone?
