Thanks to all for your opinions. The weather is good for varnishing so it
has priority at the moment.

The boat is not a live aboard so it doesn't get that much use. The problem
has been with me for some time now and I have had the pump assembly apart,
put it back together, it worked, maybe the top gasket wasn't sealing ??
Then it quits again. As we all know the intermittent problems are the most
difficult to solve. It may work perfectly and then a half hour later fail
to work. I had hoped I could tap into the experience of somebody who also
had this problem.

The toilet is about 5 years old came with the boat - no manual. I
downloaded what would appear to be a similar one. Part 18 is "Top Valve
Seat" on it. # 17 is the Seal Assembly at the pump handle. There might be
a very slight leak there. Hmmm?

Perhaps Peggies solution will save some hair.

Your problem might be resolved by simply replacing the seal housing

assembly.

You just remove the pump handle, unscrew the assembly, and put the new

one in

place.  It is part number 18 on your parts diagram of your toilet

manual. I would try that before completely rebuilding, but, as Rudy sez,
a rebuild
is easy

on this toilet.  Rebuilding toilets is so easy, I'm gonna ask him to

send Jill

over here soon to do that to my manual Groco and my electric Raritan.
