I don't think the Governor's Order can override the Zoning Ordinance. Of course, the Municipality could turn a "blind-eye" to the violations and issue a Notice to the Facilities that the outdoor dining is only during the period the Municipality is in the "yellow phase" and when the "green phase" becomes effective the facility is required to cease the outdoor dining. If an individual files a complaint alleging a violation, the municipality would be required to enforce its Zoning Ordinance.
