I would like to create a 3D model from this image.
What application or software do you know that can create a 3D model
from a 2D drawing with parameters?

Day 24 demonstrates one technique. It takes a line drawing and specifies a height for each area in the drawing. It does require that the drawing be set up properly to be interpreted this way.

What you want is MakerWorld.com, MakerLab -> Experiments -> Image to 3D
Model.
It's mind-blowing. My brother used one AI to create a 2D image of a
quail suitable for conversion to 3D, then fed that image to this
MakerWorld AI tool. It came up with an absolutely perfect 3D model of a
quail, which he then printed.
The world is changing fast...
