One of the new Council members, unopposed and waiting to be sworn in, has asked if she and the Council could solicit items for a "Welcome Gift basket" from local shops for a new Interim Manager. She posed the idea of the local shops donating gift cards or items to contribute to the basket, or the Council members personally purchasing items for the basket. Is this allowed?
(I am of the opinion that they should not, unless they ask 100% of all merchants if they want to contribute, and I think the Interim Manager might feel uncomfortable and refuse.)
