What happens here is that in the top scope x gets a value of 1.  Then during the first iteration of the loop it takes that top-scope value of 1, adds 1 to it, and creates a new x *for the scope of that iteration*, with a value of 2.  On the second iteration it again takes the top-scope value of 1, et cetera.

Buy a snorkel with an open top, and one-way valve (check valve) at the mouthpiece for clearing water. You must have a one-way valve. Your breath exhausts here, and excess air pressure is also relieved here. Fasten a garden hose to the top of the snorkel. (Duct tape?) Connect the other end of the hose to the air discharge of a shop vac.
