Hi.

It does not sound surprising.

The baseband signal is typically (direct-conversion) multiplied by the
carrier in the modulator.

So, for example, in a PHY based on phase modulation, any symbol
(including zeros) will involve I and Q signals whose magnitude is
non-zero.

Calibration issues aside. It helps if you can describe in more detail
what is unsettling to you.
