Two approaches:
For file transfer, SCP is the protocol to go, then. WinSCP does a good
job of offering a windows client to that, and there is Swish-sftp,
allowing you to mount directories via SCP. I haven't tested the quality
of the latter, but a friend of mine uses it to access files on my server
over the internet, so it seems to work.

On the other hand, if you're coding, you might as well use git to keep
track of your code.
Then, you could "git push" your code to the E310. If you set up a
post-receive hook, the E310 could then automatically write the actual
files to an arbitrary location, and run your build system on them.

Just a remark: It might still be worth while to invest the time into
setting up the E310 SDK. That would allow you to compile your code on
your PC, and install the resulting binaries on the E310;  might be
faster in the long run, since you're not limited by E310's CPU, RAM and
storage speeds.
